Money, Power... and Prospects

It pretty much states that the Mets tend to spend lots o' money on free agents. And, as we know, the Mets also spent the least amount of money of any MLB team in the 2009 draft. The way I read that: the Mets are making ineffective investments in the now (i.e., present) and little investment in the future. Am I forgetting something, or did the Mets finish with 70 wins last season? What improvements have they made in the offseason so far? They signed Bay, which is nice, and they are hoping for increased production and health from everyone else. That sounds a little risky for hopes of improvement.
